Upon reaching the maximum level, you unlock the bonus trait "Sim of Influence" which allows you to make a Sim cheer or boo at your whim.
That's it, I've solved my problem! The only condition I was missing was that you had to live in Evergreen Harbor. As soon as I made my Sim live there, the interaction finally appeared :)

My sim is supposed to "try to convince a Sim to vote for a neighborhood action plan" but I can't find anywhere how to do it :( No matter how many hours I make him talk to other Sims, this option doesn't appear in the possible interactions. How can I do it?
