What files should I delete to clear the Sims 4 cache?
In the folder Documents/Electronic Arts/The Sims 4, you can delete the following files/folders:
cache : contains images from the gallery
cachetr : contains the ads displayed on the main menu. You can delete the spotlight file inside even if the usefulness of this deletion is not significant.
cachewebkit : contains files only during game sessions
onlinethumbnailcache : contains the preview images of the extensions on the main menu. These images can be deleted, they will be re-downloaded the next time they are loaded.

lastcrash.txt : contains details about the last crash of the game
lastexception.txt : contains details about the latest bug in the game
ReticulatedSplines
ReticulatedSplinesView : Allows to show new games at startup. If deleted, games will be shown as new at next startup

For the Origin cache, it's mostly when you have a problem with the Origin client itself that you need to clear it. Like for the game, I would say. It depends on the usage, I don't clear my cache regularly for example.
For the cache folder, indeed you can delete the images inside, I dare to hope that if you delete the folder the game recreates one for you. For spotlight as indicated ( :p ), it contains the different news that you see at the bottom of the main menu.
